Jack N. Goodman has represented broadcasters, the broadcasting industry and other communications providers before the Federal Communications Commission ("FCC"), Congress and the courts for more than 30 years.
Prior to opening his own practice, Mr. Goodman was Counsel in the Washington office of Wilmer Cutler Pickering Hale and Dorr LLP, where he represented clients involved in station acquisitions, license renewal proceedings, retransmission consent negotiations, FCC enforcement proceedings, rulemakings and appeals from FCC decisions involving cable carriage issues, radio licensing policies and First Amendment issues.
Before joining WilmerHale, Mr. Goodman was the Senior Vice President and General Counsel of the National Association of Broadcasters. Mr. Goodman was the Association's principal counsel in the legislative process leading up to the Cable Act of 1992 and the Telecommunications Act of 1996, and in the judicial and administrative processes following those Acts. Mr. Goodman played a central role in the development of the must carry and retransmission consent regimes, and in proceedings involving FCC ownership rules, spectrum issues, the development of digital television and radio, and FCC regulation of broadcast content.
Mr. Goodman has argued cases in the Supreme Court and in several U.S. Courts of Appeal.
Since opening his own firm, Mr. Goodman has represented broadcasters in FCC rulemaking proceedings involving spectrum policy and other issues, station acquisitions, EEO and other enforcement proceedings, and retransmission consent negotiations.
Mr. Goodman is recognized as an expert in the rules governing political advertising. He has spoken to governmental bodies, bar association groups and broadcast executives concerning political broadcasting and a wide range of other issues relating to communications law and policy.

Mr. Goodman is a graduate of The Johns Hopkins University. He received a JD with high honors from the University of North Carolina at Chapel Hill. He clerked for Judge John D. Butzner, Jr. of the United States Court of Appeals for the Fourth Circuit.
